1·If a country indicates a subsequent date in its instrument of accession, this Act shall enter into force with respect to that country on the date thus indicated.

如果该国在其加人书中指定了以后的日期，本议定书应在其指定的日期对该国发生效力。

2·Unless it has already done so, each country shall indicate, concurrently with depositing its instrument of ratification or accession, the class to which it wishes to belong.

除已经指定等级外，每一国家应在交存批准书或加入书的同时，表明自己愿属哪一等级。

3·Any entity not covered by paragraph (2) shall become bound by this Treaty three months after the date on which it has deposited its instrument of ratification or accession.

第(2)款范围之外的实体应自其交存批准书或加入书之日起三个月之后受本条约约束。

4·Each country may, at the time it signs this Act or deposits its instrument of ratification or accession, declare that it does not consider itself bound by the provisions of paragraph (1).

每一国家在本议定书上签字或递交批准书或加入书时，可以声明它认为自己不受第(1)款规定的约束。

5·It is understood that, at the time a country deposits its instrument of ratification or accession, it will be in a position under its domestic law to give effect to the provisions of this Convention.

不言而喻，各国在递交其批准书或加入书时将能根据其本国法律实施本公约的规定。

6·For any country ratifying or acceding to it later this Convention shall enter into force on the ninetieth day after the said country has deposited its instrument of ratification or accession.

若有的国家嗣后批准或加入，本公约将自该国交存其批准或加入的文件后的第九十天起，开始对该国生效。
